The problem is number spoofing is not very hard to do. Most modern phone systems will let somebody dial out using any phone number wether the number is real and owned by the caller or not. As an exampley phone number could be 01612123123 but I could dial out as Buckingham Palace's phone number 0201245645 without Buckingham Palace even knowing.
