You should provide the complete number, including the country code with no use of special characters or spaces. Just the number. For example, a phone number like +1-555-555-1212 should be formatted as 15555551212. Title.

Often one has to retrieve a record based on - say - a phone number. The phone numbers in the database may have some layout (e.g. +32 412/123.123.123). A user who types a differently formatted search word (e.g. 412-123 12.31-23, so with different punctuation and without countrycode) still expects to find the correct row in the database.

If the number format mask is specified using both methods, then the data is formatted twice, causing unexpected behavior. The group separator and the number separator are set at runtime based on the template locale. If you are working in a locale other than en-US, or the templates require translation, use the Oracle format masks.
