The objectives of COSPAR Assemblies remain the same, namely to promote on an international level scientific research in space, with emphasis on the exchange of results, information and opinions and to provide a forum, open to all scientists, for the discussion of problems that may affect scientific space research.
Information on the scientific program is available at https://www.cospar-assembly.org/symposia . The Local Organizing Committee (LOC) website, for information on registration, accommodation and other matters, is open at http://www.cosparsg.org.
Spacecraft which do not complete an orbit of the Earth, for example launches which fail to achieve orbit, are not assigned IDs. Satellites launched from the International Space Station are assigned a COSPAR ID beginning with 1998-067, because the (first module of the) space station was launched in 1998.
COSPAR will hold its fourth Symposium in Herzliya, Israel, 4 - 8 November 2019, with a focus on Small Satellites for Sustainable Science and Development. Scientific program now available at http://www.cospar2019.org/preliminary-program/.
